Got called down to a fish boat one time that had sat for 3 1/2 years. Big V12 Cummins was seized. Pulled the injectors, squirted some penetrating oil into the cylinders and used a DC arc welder to boost the starters. Starters were 32 volt and the welder was 36. Got her spinning, reassembled it and it ran for 4 years before needing a rebuild.

This will not work on most tractor from mid 90s. You have glow plugs to cycle, fuel shut off solenoids and a pto safety circuit.
