If what they are discussing includes actions they may take as a part of their jobs, then those communications are subject to FOIA requests, even if they are using their personal devices and accounts. If all they are saying is "Trump is a jerk," that's one thing. If they are saying "We need to rush this regulation through before they can cancel it", then that is something that has to be preserved and disclosed under the law.

Conventional wisdom says a speaker doesn't bring to a floor vote something the speaker figures he will lose. It's just really, really hard to imagine a bill doesn't pass a GOP house if you have a GOP speaker and a GOP POTUS pulling out all the stops for it.
If it fails, either Speaker or POTUS didn't go full throttle, or the bill is just that bad. Or, the Republican majority is just that fractured.

No matter what the House passes it's going to the joint committee of house/senate to make a compromise bill. seems to me pass anything that will pass and get the senate /house to do the compromise bill anyways. The difference with the Nazis who were deported is that they were found to have lied during their entry to the U. S. by saying they were not Nazis. Usually the only reason for deporting persons who have completed naturalization and been granted citizenship is if there is fraud in the naturalization process.
