Prisoners have been taken out on non-emegency escorts, handcuffed to one of two staff armed only with batons and a mobile phone in mini-cabs for years. it's cheaper than employing a full time driver and a van. It's not the first time and it won't be the last time this happens. The poor officers who took him out were held up and threatened with a gun and a knife.
