There is a duty of care that needs to be there for verges, as pedestrians need somewhere safe to walk (if there are no paths).

They should only be able to dictate when they start contributing to the upkeep. They expect you to take total care of them and then have the complete decision of how to care for them. I am currently growing fruit trees on my verge. If they don't like it, then they should come around and water and mow, and provide fertiliser etc.

Verges are there to provide services such as bins and powerlines and even underground cabling, people need to realise they do not own the land and let councils/contractors do what they need to and stop crying like they own the land.
